The government of Djibouti has received a new fleet of vehicles to support the implementation of the Horn of Africa Digital Market Integration Project (HDMI), a regional initiative aimed at strengthening digital trade and logistics systems across the Horn of Africa.

The vehicle handover ceremony took place on November 20, 2025, and was led by Radwan Abdillahi Bahdon, Minister of Communications, Posts, and Telecommunications. The event was also attended by Workineh Gabayehu, Executive Secretary of the Intergovernmental Authority on Development (IGAD).

The newly delivered Djibouti Digital Market Vehicles will help government teams and project staff support the rollout of digital trade infrastructure and logistics programs linked to the HDMI initiative.

Vehicles Supporting Digital Trade and Logistics

The new vehicles are expected to enhance field operations and coordination activities associated with the Horn of Africa Digital Market Integration Project.

By improving mobility for project teams, the vehicles will help officials monitor project sites, manage logistics networks, and facilitate collaboration among digital market stakeholders.

The HDMI project is funded by the African Development Bank (AfDB) and coordinated by the Intergovernmental Authority on Development. With a budget of approximately $5.8 million, the program will run from 2025 to 2027.

The initiative focuses on improving digital trade, e-commerce development, and technology-driven market systems across several countries in the region. Participating nations include Djibouti, Ethiopia, Somalia, and South Sudan.

Through coordinated digital policies and shared infrastructure, the program aims to simplify cross-border online trade and encourage the growth of regional digital businesses.

During the handover ceremony, IGAD leadership emphasized the importance of harmonizing regional e-commerce regulations. Creating consistent digital trade rules will make it easier for businesses to operate across borders.

Officials also highlighted the need to ensure that rural communities benefit from digital market systems. Expanding internet-based commerce and services could help small businesses access larger markets and improve economic opportunities.

In addition, the evolving role of postal services in supporting digital logistics was discussed, with modern delivery systems expected to play a key role in future e-commerce growth.
